Agent Sheldon Jeffrey Sands
Age: Approx. 40 years old
Story*: Agent Sands works for the CIA - stationed in Mexico for the past five years, his most recent assignment (which may not have even been a true assigment at all) involved stopping the drug lord Barillo from overthrowing the president and putting the military leader Marquez in power. He hired the "Guitar Gunman" El Mariachi to kill Marquez after Marquez killed the president, but the plan went awry and he was captured by Barillo. Barillo had Sands' eyes removed with a power drill because he had "seen too much".
Despite being blinded, Sands is still an expert marksman, relying on his ears to tell him where to aim, rather than his eyes.
Sands operates under his own set of morals, determined to "keep the balance" in society - he shoots a cook because the dish is "too good" ("I order it with a tequila and lime in every dive I go to in this country. And honestly, that is the best it's ever been anywhere. In fact, it's too good. It's so good that when I'm finished, I'll pay my check, walk straight into the kitchen and shoot the cook. Because that's what I do. I restore the balance to this country.") He kills without thought or hesitation, is a manipulative bastard, but there's something incredibly likeable about him.
He has a penchant for cheesy tourist outfits and outrageous disguises, sometimes wearing a fake mustache and beard, almost always wearing sunglasses (and since his 'accident', he wears sunglasses constantly).
Sands suffers from post-traumatic stress disorder, resulting in hallucinations and paranoia, set off by anyone touching his face close to his eyes. It can also be set off by certain phrases (especially anything referring to his lack of eyes) or sounds (such as a powerdrill) or smells (blood, smoke, etc.)
*Mostly canon; a few details have been tweaked to fit the game.
